Prof. Koushal, a titan in the field of medical administration, currently serves as the Medical Superintendent–cum–Professor in the Department of Hospital Administration at the Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh. His induction into the HLCF leadership marks a pivotal moment for the foundation as it strengthens its academic and operational governance.

Beyond his administrative duties, Prof. Koushal is a prolific researcher and academic leader. He serves as an active member of the Court of Chaudhary Ranbir Singh University, Jind (Haryana), and maintains a robust research portfolio as a Principal Investigator (PI) on numerous institutional and externally funded projects.
